What’s the difference between this and say FreshRSS?

Even if you have a dynamic IP it’s trivial to set up automatic DNS updates with a good provider that has an API to do it.

Then I can plug into that service on multiple different devices and the state is automatically shared between them. I can pick up any computer with a browser and keep listening where I left the book on my phone.

We have these in bars etc, they let you rent a charged power bank. This is just that with added complexity.
